MNBC Administration of the Aboriginal Skills Employment Training Strategy
I write to seek clarification about the administration of the Aboriginal Skills and Employment Training Strategy (ASETS) funding administered by the Métis Nation British Columbia (MNBC), estimated at 6.5 million annually. It is my understanding that you are the program manager on behalf of the Federal Government department Service Canada responsible for monitoring of this specific contract with the MNBC. The BC Métis Federation continues our efforts to demand transparency and accountability as it relates to public funding for Métis people in British Columbia administered and delivered by the non-profit organization Métis Nation British Columbia (MNBC), incorporated as the Métis Provincial Council of British Columbia. We have made numerous requests for years to MNBC for full public disclosure with absolutely no success. These concerns continue to mount and we urge each of you as leaders to read this correspondence carefully, review the facts, and understand the BC Métis Federation can and are committed to supporting solutions in the best interest of all. Métis Nation British Columbia – New Development
Dear Premier Clark and Prime Minister Harper,
The BC Métis Federation is writing today as new developments regarding our issues about financial mismanagement by the Métis Nation British Columbia (MNBC) change on a daily basis. The financial crisis is escalating and I bring to your attention the latest developments.
I have attached a press release issued by MNBC late last night (10:09 PM) entitled; BC Board of Directors make difficult but responsible decisions to move the Nation forward.” The MNBC press release was issued late last night we believe in response to continued pressure asserted us at the BC Métis Federation. The BC Métis Federation was contacted by internal MNBC sources yesterday and we were shocked to hear that despite the past MNBC messages about how the Métis school in Abbotsford was profitable a decision was made to sell the property.
Métis Nation Ongoing Issues – Attawapiskat Comparison
The BC Métis Federation writes today to the Provincial and Federal leaders in light of the events unfolding in Attawapiskat and the issues Métis people are facing in British Columbia that continue to remain unresolved.
Over the course of the last several months the BC Métis Federation has written several correspondences to your respective Ministers responsible for Aboriginal Affairs. The BC Métis Federation letters were our attempt to explain and provide important background information to address what we believe is gross financial mismanagement by an organization known as the Métis Nation British Columbia (MNBC). Federal and Provincial governments invest several millions on an annual basis to MNBC through a variety of programs. Since June 2011 the BC Métis Federation has written 13 letters sent to your Ministers about our serious concerns. The BC Métis Federation letters included fact based evidence and we believe provided each of your governments an opportunity to further review and critically analyze to draw your own conclusions. Today the responses from governments will not address the serious issues.
Further MNBC Deception
As of Friday, October 14th MNBC suspended all Meet-So Catering Services Limited operations as MNBC finally admitted Meet-So Catering was not meeting revenues in a letter dated October 19th but released at noon on October 20th.
British Columbia Métis Federation Budget Consultation Submission
BCMF submitted to the Provincial Government Select Standing Committee on Finance and Government Services regarding the 2012 Budget Process. A Standing Committee report is expected to be released, based on the consultation process, by November 15th and BCMF will be interested to review how the BCMF submission was considered. BCMF recognizes that the Province has a challenge in terms of the current budget limitations, impact of the HST, etc. but Provincial Government budget considerations and priorities must not be at the expenses of issues important to the Metis people who have yet to be properly addressed in terms of investments.
MNBC Financials for Métis Skills and Employment Center
MNBC has now posted the Métis Education and Employment Training Trust (ME&ETT) Financial Statements earlier this week on the MNBC website in relation to financial operations between April 1st, 2010 and March 31st, 2011. The ME&ETT financial statements were signed off September 19th, 2011. The ME&ETT financial statements directly relate to the overall financial operations of the MNBC as the Métis Skills and Employment Center (the Métis School) in Abbotsford is a subsidiary of the MNBC. MNBC released their nonprofit corporate financial statements at the end of August 2011 regarding the Métis Provincial Council of British Columbia (MPCBC) however did not release the ME&ETT financial statements at that time. MNBC held their Annual General Meeting (AGM) September 24th and 25th and it is unclear about whether or not delegates who attended had all financial information. In addition MNBC has yet to present any audited financials regarding MEETSO Catering, another subsidiary established by MNBC in 2011, at the time this letter has been drafted.
