The Canada Energy Regulator (CER) has released its Commission’s Recommendation Report for the Pouce Coupé Taylor to Gordondale Pipeline Project, finding the project to be in the public interest and recommending that a Certificate be issued subject to 40 conditions. These conditions address project safety, environmental protection, and—critically—impacts on the rights and interests of Indigenous Peoples. The Commission noted that cumulative effects on Indigenous rights in the project area are already high and imposed measures such as an Indigenous Project Committee and an offset measures plan to help ensure adequate accommodation.
The CER’s process included participation from dozens of Indigenous communities through hearings, oral Indigenous knowledge sessions, and Crown consultation. The Commission concluded that the project is needed, economically feasible, and that with required mitigation and conditions, its effects can be appropriately managed.
